PNG went through an internationally publicised political crisis eight years ago - when it had two prime ministers.

The present crisis shows the need to:

+ appoint or elect a Speaker who is not a Member of Parliament and who is respected and valued because of his (or her) previous career. This has been done well in the Autonomous Region of Bougainville.

+ a change in Standing Orders and Constitution which enables Parliament to dismiss the Speaker or to challenge his decisions.

+ a change in the Constitution and the Organic Law on the Calling of Parliament which states the minimum time Parliament must meet in every three months.
