Illiteracy and complacency are also threats to good governance because then ideas cannot be translated into something tangible, duty statement or no duty statement.

Just imagine people occupying administrative, managerial or supervisory roles and not knowing how to improve systems of governance or devise solutions to governance problems within their organisation.

And if the person does not do anything, complacency sets in, corruption comes in, poor training comes in, political meddling comes in, and on and on.

Spoor of corruption grows as plants and platitude
Spoof of correctitude throes, at plaints and habitude
Scruff of corrigible hoves as plans on attitude
Scour of courageous moves a pace to rectitude
Spurn of counterfeit harks of peace and gratitude.
