I agree with Robin. It should not be too hard to bypass KTA and pay trecking fees direct to the land owning groups.

It shouldn't be too difficult to issue trekkers with an ID card linked to a prepaid "permit of passage."

Such a permit would be indicative of direct deposit having been made to the bank accounts of the land owner groups proportionate to service and contribution levels maintained by each group.

Of course, the snakes in Waigani would hiss their dissent at the prospect of losing stranglehold on funds previously paid to KTA by Tour Operators.
