The contractors need ground penetrating radar. It's not rocket science.

They also need a good PR spokesperson who can explain what the problems are without attaching blame to the perpetrators.

If you've been to Port Vila you will realise that there is stuff everywhere,including buried pipes and conduits, and nobody has a clue where it all is. The roads up from the waterfront are really steep and need re-engineering and re-routing. Same with the road out to the airport.

I can sympathise with the contractors.
