Oh dear. Here we go again! It's spiv time. The last time it was a 1960's radar system from Mozambique and an Airbus from God knows where. Oh, and several ferries and boats from the Philippines that sank under tow.

There are hundreds of decommissioned coal fired generators for sale and have we got a deal for you! haven't got any coal? No problem! We also have a perpetual motion machine that runs on moonbeams for sale. My second cousin five time removed was a missionary. Only billions of Kina and I will need some tax incentives too. Every Minister has expressed interest and support and the CSTB has embraced the idea. Let's go!

If the PNG proposition follows the Australian Adani project model, the extent to which the nation profits will be more than a moot point.

Likely development concessions will likely see major profit share favour the offshore participants reducing yield to PNG for years.
