Reviving a few things like an effective police force, schools with paid teachers,somewhere to sell cocoa, copra, lalai at a fair price etc etc would be a good start.

Well put. The people of Bougainville are not a mass of sheep or cattle.

As stated, there is still strong clan leadership and resourcefulness. This is in stark contrast to our western populations which lack such strong local leaders and any kind of sense of being people of a place.

They are deeply rooted in and attached to a locality. Our western populations are so fluid that a place, the land, means little to them.

Any outsiders should carefully consider how much the land means to the people of Bougainville.
