Thank you Colin Filer for keeping an eye on the growth of the SABL in PNG.

I guess there are two problems here.

One is whether the SABL is a good way forward in the economic development of PNG.

And the other would be the amount of corruption that has taken place in the administration of the SABLs. E.g. are the correct land owners being paid the royalties for the timber taken? etc., are there bribes being paid to politicians and relevant public servants? etc, are the police becoming a private army to protect the overseas SABL developers and stop the true land owners from protecting their land and forests?

I have been pushing for the PNG government to set up an ICAC to investigate all the allegations of corruption. It will not be good if this is done in a rushed way by the new government.

It is really a new court where, in essence, any person or organisation in PNG can persue punishment for what they perceive as corruption.

I know that PNG lawyers fear that some form of ICAC will be hastily set up which will not have been thought out well and will fail to do what it is meant to do.

It is a pity that the Henganofi MP, Robert Atiyafa, wants to call for some form of amnesty. I feel that this is not good government.

OK, it is going to cost a lot of money to set up a good well-functioning ICAC, but I feel the country needs one urgently where allegations of corruption in the handling of SABLs can be heard in a legal manner and a judge or judges, can decide the verdict and the correct action be taken.

Unless this is done, I fear that SABLs will continue to run in a manner which could lead to the end of much of PNG's great forests.
