He only saw the end
And now
To justify the means;
Yes
He drove through the red light
But
No one was hurt
Yes
He was wrong
But
He was in a hurry:
If he didn’t make it
On time
He wouldn’t be here
Today
To deliver
This life giving speech;
He only saw the end
It was the people
They had to be reached;
So
Are people more important than laws?
What if
Someone got killed
Or hurt
Aren’t they people too?
Only someone on a late start would be
In a hurry to catch up with
Time
If he didn’t make it
Would the people wait?
He saw his end
But
Did he see theirs?
Would breaking laws to get to them
Exonerate him?
In their eyes
Make him their hero
The absolute caring kind
Against all odds;
They’ve always broken laws
To meet
Their own ends
But now
He’s breaking laws to meet their needs.

Good question?
"Are people more important than laws?"
But of course;
people are the reason why laws are made;
people are the reason why laws need to be made;
people are the reason why laws provide balance;
because without laws people do whatever they please.
If people break laws they should be prepared to receive the corrective/punitive action. Unless of course you are the law maker, then you can just change the laws.
